About the Role
We are looking for an experienced Solution Architect to shape and own end-to-end technical solutions for large, complex Application Development & Maintenance (ADM) and Application Managed Services (AMS) engagements within our Public Sector business. You will translate government agency requirements and business objectives into robust, scalable, and secure architecture — spanning applications, integration, data, and cloud — and guide that architecture through design, build, and delivery.
This role sits at the intersection of client engagement and technical delivery: you'll work directly with government stakeholders during solutioning and bid activities, and partner closely with Business Analysts, Project/Delivery Managers, and engineering teams to ensure what's designed is what gets delivered — on time, within budget, and aligned to Singapore's public sector technology standards.
Key Responsibilities
Solution Design & Architecture
- Own end-to-end architecture design for large-scale ADM/AMS programs, covering application, integration, data, and infrastructure/cloud considerations as needed.
- Translate client requirements, existing IT landscape, and business objectives into clear, well-structured solution architectures and design artefacts (high-level and low-level design).
- Apply relevant architecture frameworks, standards, and methodologies (e.g., TOGAF or equivalent) to ensure solutions are consistent, scalable, and maintainable.
- Define architecture components, reusable patterns, and technology choices appropriate to public sector constraints (security, data residency, compliance).
- Design for cloud-native and microservices-based architectures where applicable, considering major cloud platforms and, where relevant, Singapore Government cloud environments.
Client & Stakeholder Engagement
- Act as a trusted technical advisor to client stakeholders, including government agency representatives, articulating complex technical concepts clearly during workshops, whiteboarding sessions, and presentations.
- Support pre-sales and bid activities: contribute to proposals, RFI/RFP responses, solution estimation, and technical win themes for Public Sector pursuits.
- Engage with senior client and internal stakeholders to align architecture decisions with enterprise-wide strategy and delivery constraints.
- Build strong working relationships with Business Analysts, Project/Delivery Managers, and cross-functional service line leads (Infrastructure, Security, Data & AI).
Delivery Collaboration & Governance
- Partner with delivery teams throughout build, test, and deployment to ensure implementation stays true to the intended architecture.
- Provide technical guidance and design assurance across the engagement lifecycle, resolving architecture-level risks and issues as they arise.
- Support solution governance activities, including design reviews, architecture review boards, and quality assurance of technical deliverables.
- Contribute to continuous improvement of solutioning practices, reusable frameworks, and architecture playbooks for the Public Sector portfolio.
What You Bring
- Significant experience (typically 10–15+ years) in IT solutioning and architecture, including substantial time in Solution Architect or equivalent technical leadership roles.
- Proven experience designing and delivering large-scale ADM/AMS solutions, ideally for, or in service of, Public Sector / government agency clients.
- Strong understanding of the Singapore Public Sector technology landscape, or demonstrated ability to quickly build that understanding (e.g., relevant government cloud/technology frameworks).
- Familiarity with microservices architecture, common application stacks (e.g., Java, .NET), data platforms, ERP, and major cloud platforms.
- Working knowledge of architecture frameworks and open standards (e.g., TOGAF) and industry-standard delivery methodologies (Agile and traditional).
- Experience contributing to pre-sales, proposals, or bid responses is an advantage.
- Strong communication and stakeholder management skills, with the ability to engage confidently with technical and CXO-level audiences alike.
- Comfortable operating in ambiguous, fast-moving environments and driving clarity through structured technical thinking.
- Relevant tertiary qualification in Computer Science, Information Technology, Engineering, or a related field, or equivalent demonstrable experience. Relevant certifications (e.g., TOGAF, cloud architecture certifications) are an advantage.
